The program is to allow purchasing of homes with as little as zero down. You should show you have ability to pay the loan by proof of previous payment and savings. There are no actual down payment requirements. There can be help from the seller (seller contribution) of up to 3%. The income requirements are a "less than" situation. You can make too much to qualify. Generally, it is an up to 115% of median income that has some built in factors. Each area has its own limits.
